John Panaligan was born in the Philippines and he holds citizenship in the United States and the Philippines. The Fugitive, John Panaligan, fled the area before the arrest warrant was issued. It is believed John Panaligan fled to Mexico, then to the Philippines, where his family & friends are assisting him.
