Natalia Burlinova allegedly conspired with an officer of Russia's Federal Security Service (FSB) to recruit American citizens to travel to Moscow, Russia to participate in "Meeting Russia". "Meeting Russia" is a program ran by Natalia Burlinova's organization, Public Initiative Creative Diplomacy (PICREADI). Allegedly, Natalia Burlinova was provided funding & other support from the FSB Officer for her recruitment efforts. In exchange, Natalia Burlinova provided information to the FSB Officer about the recruited United States citizens. This information included the recruited United States citizens resumes, passport information, photographs, & analytic reviews of Russia. In the Fall of 2018, Natalia Burlinova met with various United States citizens on various United States Universities & research institutions. Natalia Burlinova provided the FSB Officer with photographs of her meetings.

 A Federal Arrest Warrant was issued on April 17th, 2023 for Natalia Burlinova in the United States District Court, District of Columbia,  Washington, D.C., after Natalia Burlinova was charged with Conspiracy To Commit Offense or To Defraud the United States And Agent Of Foreign Government.

Natalia Burlinova last known location was in Moscow, Russia.
